Superintendent’s Comments: Approval is recommended to commence the adoption of the new basic textbooks (thirteenth list) for the 2003-04 school year according to district policy. (REFERENCE IV-J)

ADULT EDUCATION ADDITIONAL COURSE OFFERINGS: (IV-K) |
Superintendent’s Comments: Approval is recommended for the addition of two new courses, Basic Sewing and Sewing Machine Techniques, to be offered through the Huntington Beach Adult School. These classes are in the area of Home and Economics, one of nine program areas as mandated by the revision included in the California Education Code section 41976. The 2003-04 Adult Education Course Offerings were approved for adoption at the August 26, 2003 Board meeting.

PARTICIPATION IN THE COMMUNITY-BASED ENGLISH TUTORING (CBET) PROGRAM – ADULT SCHOOL: (IV-L) |
Superintendent’s Comments: Approval is recommended for the Huntington Beach Adult School to submit an application to the California Department of Education for renewal of the Community-Based English Tutoring (CBET) Program for the 2004-05 school year. The amount of funding will be determined by the district’s most recent R-30 Annual Language Census Report. No district matching funds are required. Authorization to expend funds upon receipt is requested. (REFERENCE IV-L)

GRANT APPLICATION – MODEL PROGRAM REPLICATION (WHS): (IV-M) |
Superintendent’s Comments: Approval is recommended for Westminster High School to submit a Model Program Replication grant application in the amount of $3,120 to the California Department of Education. If awarded, the grant will provide funds for a team of staff members to participate in the annual Dropout Prevention Conference in Sacramento, California in October 2004. No matching funds are required. Authorization to expend funds upon receipt is requested.

GRANT APPLICATION – DROPOUT PREVENTION AND RECOVERY FIELD COLLEAGUE GRANT (WHS): (IV-N)

Superintendent’s Comments: Approval is recommended for Westminster High School to submit an application to the California Department of Education for a Dropout Prevention and Recovery Field Colleague Grant in the amount of $1,000 for the 2003-04 school year. If awarded, the funds will be used to pay expenses for designated staff to assist in the scoring of the Pupil Motivation and Maintenance grant applications. No matching district funds are required. Authorization to expend funds upon receipt is requested.

GRANT APPLICATION – INDIAN EDUCATION: (IV-O)
|
Superintendent’s Comments: Approval is recommended to submit an application to the U.S. Department of Education for renewal of Indian Education program funding in the amount of $198,640 for the 2004-05 fiscal year. If awarded, these federal grant funds will be used to continue to provide eligible American Indian/Native American students with after-school tutoring and study skills, counseling, and cultural activities unique to their heritage. No matching funds are required. Authorization to expend funds upon receipt is requested.

AMENDMENT TO COOPERATIVE AGREEMENT – TRANSITION PARTNERSHIP PROGRAM AND DEPARTMENT OF REHABILITATION: (IV-P) |
Superintendent’s Comments: Approval is recommended for the amendment to the Cooperative Agreement with the California Department of Rehabilitation for additional funding in the amount of $228,050 for the Transition Partnership Program for the 2004-05 school year. The purpose of the cooperative agreement is to provide vocational and career planning services to designated special education students. The original agreement was approved by the Board on May 27, 2002 for a five-year period through June 30, 2005. Authorization to expend funds upon receipt is requested.

DESIGNATION OF CIF LEAGUE REPRESENTA- TIVES FOR 2004-05: (IV-Q) |
Superintendent’s Comments: Approval is recommended to designate the principals of the six comprehensive high schools to serve as their respective school’s California Interscholastic Federation (CIF) league representatives for the 2004-05 school year. The designation is required by Education Code section 33353(a) (1).

PART C RESPITE COSTS REIMBURSEMENT- WOCCSE: (IV-S) |
Superintendent’s Comments: Approval is recommended for the Huntington Beach Union High School District (WOCCSE) to reimburse the parents of an infant for respite care in an amount not to exceed $648 for the period from March 9, 2004 to March 9, 2005. Respite care is determined to be an appropriate service under Part C criteria of the infant’s Individual Family Service Plan (IFSP).

Superintendent’s Comments: Approval is recommended to extend the period of the Release Time Reimbursement agreement for Kathleen Iverson for the 2004-05 school year. The terms of the agreement would be similar to the previous agreement with the salary adjusted for twelve months on a tenthly basis and any other negotiated changes to benefits and/or salary. Superintendent’s Comments: In accordance with Title 5 regulations, the district is required to annually file a Declaration of Need for Fully Qualified Educators to the Commission on Teacher Credentialing. The Declaration will provide the district with the ability to employ or assign persons who are not appropriately credentialed and file waivers, as needed.
